Logistical and Research Services in Mauritania

Making Cents International (Making Cents), under contract to USAID, will be conducting a Cross-Sectoral Youth Assessment (CSYA). The purpose of the CSYA is gain a better understanding of the context and status of Mauritanian youth (opportunities and vulnerabilities) and assess models and approaches for implementation of evidence-based programming for adolescents and young people aged 18-35 years (inclusively termed “youth” in this RFQ) to benefit program management and strategic directions for the U.S. Agency for International Development (USAID)/Mauritania. The offeror will conduct a CSYA to understand the opportunities and challenges for supporting youth in Mauritania. The assessment will use a Positive Youth Development (PYD) lens and provide recommendations on how USAID can respond to challenges and opportunities to support meaningful programming for youth throughout Mauritania. The CSYA will be conducted in three regions: Nouakchott, Nouadhibou, and one to be determined (Gorgol, Guidimakha, or Assaba), as the security situation permits. 
 
The selected offeror will provide logistical and research services to support the assessment, which will encompass in-country stakeholder consultations and in-depth peer group discussions with youth in the Nouakchott and Nouadhibou cities, as well as the other regions in Mauritania. The full in-country Assessment Team will be comprised of the Team Lead (Making Cents), the Workforce Development Specialist (Making Cents), Local Social Cohesion Specialist (Making Cents), four Youth Researchers (provided by the selected offeror), and a logistician (provided by the selected offeror). 
 

Any questions regarding this RFQ must be submitted in writing, in English, per the instructions of the RFQ. Any information that substantially changes the requirements of this RFQ shall be released the issuance of an amendment to the RFQ. Making Cents may, at its own discretion, extend the deadline for the submission of proposals.

Making Cents International (Making Cents), under contract to USAID, will be conducting a Cross-Sectoral Youth Assessment (CSYA) in Guinea. The purpose of the CSYA is to identify opportunities for a more strategic engagement of youth in shaping the country's journey to self-reliance. Recommendations resulting from the youth assessment will also be used to inform course corrections in ongoing activities to address youth development issues.


A thorough analysis of the status and landscape of youth and youth initiatives in Guinea, which will identify key barriers and opportunities for better engagement of youth and a review of USAID’s experiences in youth programming, will be the basis for decisions on strategic planning and future programming targeting or including youth.


The selected offeror will provide logistical and research services to support the assessment, which will encompass in-country stakeholder consultations and in-depth peer group discussions with youth in Conakry and across the seven regions of Guinea. The full in-country Assessment Team will be comprised of the Team Lead (Making Cents), the Deputy Team Lead (Making Cents), eight Youth Researchers, and a logistician (provided by the selected offeror).
